Toby has 35 years of legal experience with board specialization in construction. He completed his undergraduate work at Texas A&M University, where he was a member of the Corps of Cadets. He received an active-duty commission promptly after earning his accounting degree in 1986. After serving five years in the United States Army, Toby resigned his commission to start law school. He graduated magna-cum-laude from St. Mary’s Law School. Having worked more than 25 years in contracts, construction, and the insurance industry, Toby is highly experienced in risk management.

Wendy has been with our firm for nine years. She serves as Human Resources Director for Imperial Construction and Impower Connection. Wendy has more than 25 years of human resources and leadership experience working in the construction and manufacturing industries. She is skilled in all facets of human resources with an emphasis in employee relations. Wendy has a bachelor’s degree in Speech Communications from the State University of New York (SUNY) Oneonta and maintains Professional Human Resources (PHR) credentials. She is a key advisor to the executive team. Under Wendy’s leadership, the firm has been named a “Best Company to Work For” by Fort Worth, Inc. Magazine.

Steve Clayton, JD

Grants and Government Relations Manager
Steve is a retired U.S. Marine Corps Colonel and trained attorney. He leads our grants team and is focused on researching and securing grants for our clients. He uses this knowledge to advise and guide clients through the grant process. Steve previously worked for Lockheed Martin managing the U.S. government’s F-35 contract for 15 years.

Miguel has 35 years of experience managing electrical construction field operations on industrial and commercial projects. He focuses on setting up our projects for success from day-one. He builds in layers of preparation for safety and adheres to all OSHA and company safety policies. Miguel believes he holds the key to upholding client expectations by finishing safely and on-time.
