Holger Kelley serves as Chief Operating Officer and is one of the founders of Imperial Construction. His over 35 years of diverse construction experience have been invaluable to the growth and development of our company. Holger’s communication, field experience, and management style are his key strengths and help to ensure that our projects are a success.
Holger provides executive oversight and support for all ongoing projects. His keen problem solving ability is a great asset to our field and project management staff as we navigate the unique challenges of this industry. With his astute operational guidance, we truly can provide our clients with top quality projects and do so in a spirit of partnership and mutual respect.
Bobby is a Master Electrician with 24 years of construction experience as an electrician and general contracting project manager. He is responsible for overseeing our projects, training staff, quality control and safety. Bobby maintains OSHA-30 certification

Toby Burke completed his undergraduate degree in accounting at Texas A&M University, where he was a member of the Corps of Cadets and received an active-duty commission upon graduation in 1986. After serving five years in the U.S. Army, he resigned his commission to attend law school, graduating magna cum laude from St. Mary’s University School of Law, where he served on the editorial board of the St. Mary’s Law Journal. During this transition, he also passed all sections of the CPA exam, providing him with a strong foundation in assisting and counseling on business-related matters.
Before joining Imperial Construction as full-time in-house counsel, Toby practiced law at a major insurance defense firm in San Antonio and later at Harrison Steck, P.C. in Fort Worth, where he served as President immediately before his employment with Imperial Construction, Inc. His legal practice focused on construction law, representing general contractors, subcontractors, owners, and design professionals in matters including construction and design defects, breach of contract, lien and bond claims, and OSHA violations. He has tried cases involving OSHA citations before administrative law judges and has argued OSHA cases before the Fifth Circuit Court of Appeals.
At Imperial Construction, Toby serves as in-house counsel, safety officer, and risk manager, drawing on his legal, military, and financial background to support the company’s operations and compliance efforts.

Wendy has served as the Human Resources Director at Imperial Construction for the past eleven years, bringing more than 20 years of HR experience in the construction and manufacturing industries. She is well-versed in all areas of human resources, with a strong focus on employee relations, and is a key advisor to the executive leadership team.
Wendy holds a bachelor’s degree in Speech Communications from the State University of New York (SUNY) Oneonta and maintains her Professional in Human Resources (PHR) certification. Under her leadership, Imperial Construction has been recognized as one of Fort Worth Inc. Magazine’s “Best Companies to Work For” for three consecutive years.
A dual citizen of the United States and the United Kingdom, Wendy is passionate about international travel and culture—especially when it brings her back to visit family in Scotland.
Miguel has 35 years of experience managing electrical construction field operations on industrial and commercial projects. He focuses on setting up our projects for success from day-one. He builds in layers of preparation for safety and adheres to all OSHA and company safety policies. Miguel believes he holds the key to upholding client expectations by finishing safely and on-time.
